Rights of the Council

Voting Right(Right to consult and deicide)

The Voting Right is the right to make decisions for a local government or council. According to the Voting Right, an ordinance can be enacted and closed, a budget proposal and settlement can be reviewed, confirmed, and approved. Matters belonging to the authority of local council and important policies are reviewed and decided upon according to legislation and ordinance.

Inspection Right

A local council has the right to monitor and control the administrative execution of the executive body as the representative body of residents. A local council’s right to monitor and control is specified further by the right to audit and investigate an executive body. It also performs monitoring functions according to the organization head and related public officials’ demand for attendance response, documents, and reports.

Autonomy Right

A right to regulate the organization and operation of local council by itself without any intervention or interference by an external institution such as the state or an executive body.

  4. ④ The right to give a disciplinary action or screen the qualification of council members
  5. ⑤ The right to have no confidence in the Chairman and Vice Chairman
  6. ⑥ The right to autonomously decide on internal organizational rights

Right to vote

As a representative of residents, local council has the right to accept and settle petition residents submit through the introduction of over a member of council unless the petition interferes with any trial or violate any existing statute.

    • Recommended by committee members belonging to the head of local government (demand by the head of local government, regulation of legislation and ordinance)

Right to accept petition

As the residents’ representative body, a local council has the right to repair and handle petitions submitted by a local resident through the introduction of more than 1 local council member.

Right to propose

As the residents’ representative body, a local council has a voting right as well as the right to express and suggest opinions to external bodies such as the local government’s executive body, central government, other local governments, and other public and civic organizations for the public interest of the local government.

A council can demand the head of local government to submit documents directly related to auditing, inspection, and the screening of agenda to monitor the office affairs of the executive body and screen agendas smoothly.
